    2019 Registration Period Now Open

The federal government has announced reduced annual fees in 2019 for commercial carriers and other entities required by law to participate in the Unified Carrier Registration Plan (UCR). The Federal Motor Carrier Safety Administration (FMCSA), which has oversight of UCR, published the final rulemaking on December 28.

The 2019 UCR registration period is now open.

For the second consecutive year, those businesses subject to UCR will see a reduction in fees. The fee reductions for 2018 and 2019 are based on recommendations from the UCR Board of Directors following several years of higher than expected collections.

The new UCR National Registration System (www.ucr.gov) is ready to handle registrations for 2019. For support or questions, call 1-833-UCR-PLAN or send an email to helpdesk@ucr.gov

Several states maintain their own UCR systems and at least some of these may require a few days before they’re ready to accept registrations.

    Recommended Enforcement Timing
State enforcement of the UCR registration requirements commonly begins January 1. But since the opening of the 2019 registration period was delayed several months, UCR is requesting states delay enforcement until April 1, 2019.

    About UCR
The UCR Act, established in 2005, requires motor carriers involved in interstate commerce, and other businesses subject to The Act, to submit annual fees based on fleet size to supplement funding for state highway motor carrier registration and safety programs.

The UCR Plan is the organization of state, federal and industry representatives responsible for
developing, implementing and administering the UCR Agreement. The UCR Agreement is the interstate agreement, developed under the UCR Plan, governing the collection and distribution of registration information and fees generated under the UCR Agreement.
